Thoracic Mobility - Just spine or ribs too?

Does thoracic mobility have to do with just the vertebrae and shoulder blades, or does mobility in this region depend at all on loosening tension between ribs?

The spine itself.

Although if your muscles are tight around the ribs, they're pretty much tight around the spine too which is going to limit mobility.

Use a foam roller to do some myofascial on them, and get the scaps in retraction too.
