I believe it was Dan John who suggested those scapula lifts about 2 years ago in an article. He said to do them after jerking the weight up, if I remember correctly.
Dan told us after the O-lift Seminar he gave in DC. I think he called them press-outs?

In Dan's new video material, he demos that sort of thing with a barbell.
