To get good at the lifts, you do the lifts. Bulgarians knew this, and from what I've heard Joe Mills preferred the lifts to assistance exercises. The only time I use pulls is to work positions but with loads <90%.

Charniga has two websites discussing a lot about technique, pulls, squats, meets, etcetera. The first one should have two articles on pulls.

Pulls do more than work the 1st and 2nd pulling phases of the lifts. They serve to balance the legs. Squats are quad intensive, pulls help work the Hamstrings. I think BFS has it all wrong. My coach has us Squat then Pull nearly every workout.

This is a debate that will never end. My 2 cents - pulls are only problematic if a lifter doesn't already have classic lift technical proficiency. There are a million reasons to do them that aren't always that obvious - for example, my lifters right now are doing high pulls from blocks at mid-thigh - but it's to strengthen the back and arms, not to work the pull.

The Chinese, Russians, Germans, Poles, and pretty much most dominant weightlifting countries use pulls in considerable volume. The Bulgarians may not, or at least in such small quantity no one ever heard about it, but that's one country among many.

Are pulls necessary? Of course not. Are they potentially problematic? Sure. Are they potentially beneficial for a number of reasons/applications? You bet.
