Default Permanent fat?

I was talking to my doctor a while back - and we talked about bodyfat and he mentioned that he learned that at some point the body creates bodyfat cells, but never actually destroys them. So while you can diminsh them, they never 'go away'.

Is that true, and at what point of 'overweightness' does a body need more fat cells?

Just curious, I know there are lots of people here smarter than me.

Picture your fat cells like balloons....you can fill them up....or shrink them down. As your bf increases you can create more (because you are telling your body you need more storage "balloons" as you fill up your current fat cells)....but you can not take away. Just shrink them down and you will be fine.
