I'm seeing a tad press out, but not as bad as I've seen in some of the competitions.
What you can't see in the first video is his knees. The rule is the arm lockouts and then the knees should lockout.
If you watch his arms, they pretty much stay in the same position after the 1st dip. He uses the 2nd knee dip to stand up with the weight. Of course, this is slower and I think it makes it look more like a press out. His "lockout" also looks like Valery's in that his arm isn't straight.
Obvious press outs would be a no-count in a competition if judged strictly.
