Allen-
Sounds like Brachial Plexus/Radial nerve impingement. Do some dislocates with a broomstick really emphasizing the pec stretch. See if that helps. Also! Make sure you are sitting tall when rowing. Don't let the posture slump furward as this can exacerbate impingement.
