I read somewhere that menstruation adds several hundred calories to your daily expenditure due to elevated body temperature and making up for lost blood, so you could "get away" with more junk food in the sense of less weight gain.

Regarding the low carb question, I do think a low glycemic impact/insulin response is more important than the total carbohydrate content of your diet - i.e. 50 grams of sugar would make me feel worse than 150 grams of carbohydrates from yams and broccoli.
