10 feet or about ~3m deficit is probably about .5s that you need to make up. If you can drop 60 lbs that is easily doable. You can probably do it after you drop only 20-30 lbs.
I have no ability to prove this but I am pretty sure that nearly 99% of the population can run a sub 11.5s with proper training, nutrition, etc. Maybe even 11s. Would take possibly 10+ years to get some people there but I'm sure it's possible
