I've heard some people say to put your money into a quality bar from the get-go instead of buying cheap and eventually upgrading.

As for weight, are you looking to just do this recreationally or work off your butt with the hopes of medalling and making say, Nationals?
How broad your shoulders or hips are and body type will probably have a big thing to say how much mass you can pack on. Just guessing that 85/94 seems reasonable.
