I'd also say that it's from the constant fear that if you take your kid to the doctor and he/she's got a few bumps and bruises (from being a kid) that the cops and/or child protective services will get called.

Certain things pretty much have to happen during a childhood in order for that child to not suck at life and getting hurt are involved in just about all of them.
