For personal or team use?
What do you think of it? What have you noticed is the big difference between the regular 5/3/1 e-book and this? Is it applicable for non-football players seeking some sort of "hybrid fitness" programming (with a more strength emphasis)?
From the looks of the table of contents this seems to follow a periodization schedule for football players and looks like it has some quickness/speed drills incorporated... but I haven't dropped the $ yet to check it out.

Players I have and will have, Ryan.
I think it is well put together and takes the approach of "we are not going to coach your football team for you, but we are going to give you the tools to make your football team stronger, more explosive and more mobile".
I've seen Angry Coach train FB players, and this is accurate.
It is not hybrid fitness, this isn't CrossFit Football. This is a very sport-specific program and 5/3/1 is built into it along with the jumps, throws, mobility exercises and some ideas of what you will want to do for positional drills.
I am sure non-FB players can do it, hell why not? But... if you aren't a FB player why would you want to go through all the training one does? Just to do nothing come game day... if you are going to do that at least join a flag league so you can utilize the stuff you are training for.
FB coaches are a stubborn lot, when I was a coach I had to pull teeth to get the others to agree to let me program the kids' strength workouts, so I am sure some coaches will look at this and say, "pfft, my way is better"... and they would be foolish to think that way. Like I said, I've seen Angry Coach end products and I can say this works.

Jay,
Any changes you would make to this program to make it more applicable to rugby?

Jamie... yes one BIG change and one change only.
More running. FB isn't nowhere near the running as rugby, so if I was to do 5/3/1 for football for rugby I would take a look at the training template and add some 200's on short rest in there for speed-endurance and some LSD runs as well. As far as throws go, its all the same, for explosiveness and the lower body explosive work as well.
Of course the drills part would have to be modified to fit rugby more, as there are some differences in play, positional demands and being that every position is required to be able to ball-handle, run with the ball, pass, ruck, maul it will need to address that in the drills, but that is a given.
About the only thing I would change is more running. Aside from that, why wouldn't it work as detailed? Both need power, explosiveness, footwork, speed, strength... try it out and see what happens... It could be a new market for the book.
