Say I wanted to use this as a prep for my next meet which is 13 weeks away, would I just do the whole program or should I do some sort of competition taper at the end

The one you are about to start is 9 weeks (10 weeks including the week 0). I would recommend timing the end of a cycle with where your meet is. Week 9 of this cycle would be okay to use as a taper to lead to the meet. You may want to try the 4-week leg strength block and then start week 1 of this cycle to lead you to the meet.
